A new formalism based on hierarchical abstract machines is given. The purpose of the description is virtualization of external data processing systems. Definition of hierarchical evolving algebraic systems is given and an example of
concrete abstract machines hierarchy is presented. Such a hierarchy provides a simple software and hardware implementation.
